1. Purpose & Applicability

The Executive Office of Housing and Livable Communities (EOHLC) has developed a Web-Based Data Reporting System in response to Chapter 334 of the Acts of 2006. This system collects data to provide current, accurate, and detailed information on the number, location, and residents of assisted housing units.

Applicability: All rental projects that have received state or federal funding administered by the state (EOHLC, MassHousing, MHP, MassDevelopment) are required to report on affordable units using this system.

2. Accessing The Web System

EOHLC will create a single username and password for each company. Access the system at the official portal URL provided to you. If you need assistance, a link to this User Guide is available directly on the login screen.

Sign in to Reporting System

Authorized partners must sign in to submit annual rental reports.

3. Project List (Dashboard)

Once successfully logged in, the "Project List" screen will appear. This displays all projects you are required to report on for the current year.

4. User Management

To add or manage staff accounts, click "Update/Create Users" on the dashboard.

This screen displays all current users. Click Create New User to add a person, or "Edit" to modify an existing user.

When creating a user, you must provide a unique Login and Password. Email and Phone are optional but highly recommended for communication.

5. Delegating Reporting Responsibility

Sponsors/Owners may delegate the data collection task to a management company. Click Delegate Reporting on the dashboard.

The system uses a two-step process:

  1. Delegation List: View existing delegations or click "Assign new delegate".
  2. Assign Project: Select a management agency and the specific projects to assign to them.

6. Reporting Data (Project Level)

Click "Edit Report" on the Project List to begin. The first tab, Project Summary, captures high-level data including financial information and accessibility requests.

Use the checkbox "Do you want data to be rolled from last year?" to copy applicable data from the previous reporting year.

You must add every building associated with the project. Enter the address and click "Add New". Once added, use the "Select" button to enter specific building data.
